Formation
The Payroll Department was founded as a
service extension of a Western Pennsylvania CPA firm in 1997 to provide
comprehensive payroll services with an accounting perspective. The
associates of PRD possess over 15 years
experience in payroll processing and consulting. The founders viewed the
formation of The Payroll Department as an
opportunity to serve local businesses with "hometown" service at an
affordable price while maintaining the highest standards of quality that would
rival any big city service provider. Since its inception, The
Payroll Department has grown exponentially and has continued to add new
types and sizes of clients along with expansion of services and increased levels
of customization.
PRD is a member of The American Payroll
Association through its Managing Director.

Robert J. Swetz, CPA
Bob is a native of the Johnstown area. A University Scholars Program member
and 1989 graduate of the Pennsylvania State University, he holds a Bachelor of
Science degree in Accounting with highest honors.
After passing the CPA exam in May of 1989, Bob began his career with the
international accounting firm of Arthur Andersen & Co. in Pittsburgh where
he specialized in accounting and auditing for closely held companies.
Bob also worked for a mid-sized local CPA firm in Pittsburgh. While maintaining
a strong accounting and audit client base, he worked closely with business
owners and other individuals in meeting their personal tax and financial needs.
Bob is active in the community and currently serves on the Board of Directors at
the Greater Johnstown/Cambria County Chamber of Commerce.

Deborah L. Herbert, CPA
Debbie is originally from
Eastern, PA, but has lived in Johnstown nearly all of her
life. She is a graduate of The Indiana University of
Pennsylvania, and holds a Bachelors of Science Degree in
Accounting.
Debbie started her career with a
large local CPA firm in Johnstown where she worked in all
aspects of accounting, auditing and tax preparation for
closely held businesses, individuals, non-profit organizations
and local governmental entities. In September 1989 she married
and relocated to the Washington D.C. area where she worked
for Grossberg Company, a large, regional CPA firm. At
Grossberg Company, Debbie expanded her expertise in the areas
of real estate partnerships, non-profit organizations and
complex individual income taxation issues.
After suffering a personal
tragedy, Debbie and her son returned to Johnstown, where she
started her own CPA practice in June 1996. Debbie has built a
successful practice focused on a strong commitment to client
service.
Committed to the Greater
Johnstown community, Debbie has volunteered countless hours
to various nonprofit organizations in the community. She
became the first female to be elected to the Board of
Governors of Sunnehanna Country Club in January 1999 and has
been serving as the Treasurer since January 2000. Currently,
she is President of the Community Art Center of Cambria County
and the Treasurer of Beginnings Early Intervention and the
Cambria County Student Hockey League.
